Hamoudi: Adding to the Iraqi constitution is possible, but omission or amendment is unacceptable 3.10.2005

 


Mr. Hammam Hamoudi, head of the constitutional committee, announced that the demand on behalf of some political forces for adding two statements in the constitution stating, "Iraq is one country and the constitution maintains this unity." and "Affirming the use of Arabic in Kurdistan region"

As regards the third demand, it states that any "addition" in the constitution "should be through two-thirds of the votes of the National Assembly, and not through the plebiscite."

Hamoudi clarified that these demands are mere amendments of the said text in the constitution draft and that there are accord and agreement on the basics and core of the written draft components. He referred to the nonexistence of disagreement among most of the political forces in this regard. He added that amendments and omissions in the constitution are not acceptable, "but what is possible is inserting (a new addition) into the text."

On his behalf, Imad Ahmed, a member of the Kurdish Democratic Party, said, "They desire that the establishment of a new region in Iraq obtains two-thirds of the National Assembly members' approval."

It is worth mentioning that the constitution project includes flexible mechanisms for establishing federal regions, which may arouse conservations on behalf of some identities, with regard to the declaration of a nucleus of a state rich in oil resources in the south.

On his behalf, Zalmay Khalilzad, US ambassador, has played the role of a representative for making the amendments, which some identities requested including them in the text, despite the submission of the "final version" of the constitution on September 18 to the United Nations for printing.

Khalilzad has quoted the suggestions of the parties that he had dialogue with, to Mr. Abdel Aziz Al Hakim, head of the Coalition Bloc, before heading to Kurdistan, where he met with President Jalal Talabani, Massoud Barzani, regional president, for discussing the submitted issue of the new amendments of the text.
