Talabani: Bad performance is caused by Al
Ja'fari and Al Da'wa, not the coalition

Arbil, Baghdad, and
Dukan - In a mutual message with Massoud Barzani,
Kurdistan region president, the Iraqi president
Jalal Al Talabani has accused Ibrahim Al Ja'fari,
Prime Minister, of violating the covenant of the
alliance between the Kurdistani and Shiite slates,
which has been signed last March.
In a press conference held in Dukan resort in
Sulaimaniyah, Al Talabani admitted the existence of
great disputes between Al Kurdistani and Al Ja'fari,
but he ruled out that Al Ja'fari's behavior and
performance would affect the governing alliance
between the two slates.
He pointed out that the situations of Al Ja'fari
represent his personal approach and the approach of
the Islamic Da'wa Party, which he heads, and not all
parties of the coalition, which also includes the
Supreme Council of Islamic Revolution in Iraq,
headed by Abdel Aziz Al Hakim, and Shiite forces,
movements and identities.
On his behalf, the American ambassador to Iraq,
Zalmay Khalilzad has launched last minute
deliberations with Shiite representatives on
including the demands of the Arab Sunnis in the
constitution drafts, which would be submitted for
plebiscite on the 15th of this month. Meanwhile,
Hamman Hamoudi, head of the constitution drafting
committee, (Shiite) said, "A delegation from the
American embassy would introduce the suggestions'
paper submitted on behalf of the Arab Sunnis to the
Kurdish parties during a visit to Iraqi Kurdistan."
The demands of the Sunnis, which Khalilzad has
negotiated with the two Kurdish leaders in Dukan
three days ago, include:
- First: Iraq should remain as a single state and
the constitutions should maintain such unity
- Second: Stressing the use of Arabic language in
Kurdistan region
- Third: The constitutions should be amended through
a plebiscite and not through receiving two-thirds of
the votes of the National Assembly.
Hamoudi pointed out that the point relating to the
plebiscite is rejected and not right as it would
lead to the instability of the country. He added,
"We do not mind adding the first and second articles
in case they are agreed upon and read in the
National Assembly, provided that they are published
later in newspapers and the press." He said that the
amendments and omissions in the constitution are
unacceptable but the amendment suggested on behalf
of the American ambassador comes as a new addition.
As regards the demands of the Arab Sunnis for
amending the constitution draft, Al Talabani pointed
out that the Kurdish command is currently studying
these demands and it is eager to remove the
obstacles hindering the effective participation of
the Sunnis in the plebiscite.
Meanwhile Bayan Jabr, Iraqi interior affairs
minister, has arrived in Amman in a sudden visit to
Jordan. Amman has rejected establishing diplomatic
representation with the Kurds, while it approved
running flights between Amman and Arbil.
