Open Letter to the Iraqi Kurdish leaders - 24.01.2003

Our dear leaders,
Recently I published an article about this same letter, which was diffused on Arabic Internet. Many readers and friends let me know the need for modulating it in the shape of open letter to the Kurdish leaders for the responsibility. That I accomplished here willingly.

The Kurdish Institute of Paris or The station given up at the edge of a modern way!

"The government has a long arm and a short arm; length is used to take and arrives everywhere, the court is used to give, but it arrives only at those which are all near ". Here how the Italian writer Ignazio SILONE indicated the tubers social and political in the modern societies. Personally, I found in this quotation a summary of my interpretations of the last surging visit of Mr. Kendal Nezan in Iraqi Kurdistan. . For the young Kurdish government the particular nuance of this comparison is not in the symptom but rather in the "record of time of contagiousness". In my opinion, you (Iraqi Kurdish leaders) too hastily and vainly distributed your favours to somebody who does not deserve it. Me, I saw in the much meditated images of his visit "a world with back" and that for two reasons:

Firstly this Mister deserved this cordial reception for what he did for Iraqi Kurdish, neither before 1991, nor afterwards; and, Secondly neither his notoriety of yesterday nor his reputation of today enables him to receive such an exceptional honour.

The first reasoning, it is his own biography like former "Trotskyite" and Marxist extremist which is used to us as witness, and who is not a secrecy for anybody. Even his old relationship with Dr. Abdulrehman Qasemlo, towards the end of the Seventies, was only one allegation of his aversion against the Democratic Party of Kurdistan and his legendary leader Mustafa Barzani. . I do not see here the need for quoting his terms of then... But to know the complete panoply of it, it is enough to turn over to the originals of his articles published in his newspaper "Azadî" of the years 1978-1979… However after the creation of the Institute in 1983, his position continued to tergiversate between the tepid defence of certain Kurdish political parties and its palpable bringing together of the position of the current Iraqi regime. His arguments of then swivelled around two justifications: "to respect the official position of France towards this country" and to hide behind the "legitimate" relations of Dr. A. Qasemlo with Baghdad of the time? The best illustration of his attitude found its expression in the way in which by the Institute in 1989 the Conference of Paris was organized, where an Iraqi delegation was honoured. . (we find certain very interesting details on the way in which this conference in the indictment was arranged at the time makes by the former member of Committee of the Administration of the KIP Mr S. 14 pages; we have a specimen ). Today, we can say with certainty that the impact of the disasters of Halabja 1988 did not constitute a reason valid for cut all his bindings with the Iraqi embassy in Paris. Yes, I understand, that you, the Iraqi Kurdish leaders, at that time, you still suffer from the hell from (El Enfal) - the official name of the harmful operations of ethnique cleaning), you did not have means of preventing contentions of outside...Then, unfolding of the formidable company of solidarity of the European people with Kurdish, including the French people; the very important role of Mrs. Mitterrand... supported quickly to turn the doubtful page; to forget this disastrous period and to let overlook all "improbabilities"

After 1991, (i.e. after the constitution of the zone of air exclusion...). For "the Kurdish Institute of Paris" it was a fiasco, a disturbing period where Kendal Nezan underwent the most serious ethical bankruptcy. Initially, his obsession to convert the Kurdish Institute of Paris from "association not lucrativ into a foundation" to guarantee wages. Then, the doubtful way in which he "collected" the funds for the purchase of building of the Institute, made him lose the remainder of his reputation among the official organizations and ONG and the Kurdish intellectuals. . And especially his own sinistralities mingled then with a multitude obstructions with his lefts allies on the scale of France. . The two last cohabitations left-right-hand side (1993-1997) supported the opening of a long series of legal proceedings of the political and financial businesses that dismayed primarily the heads of file mitterrandists of the Socialists, known for their sympathy to the Kurdish cause. . Started with Pierre Bérégovoy who committed suicide one month after the signature of the conversion of the Institute into organization "of public utility". Then the affair of H. Emmanuelli, Roland Dumas, etc. To wire of the son of former President of the Republic Christophe Mitterrand... What obliged Kendal Nezan to consider its own future and to temporarily give up with his ambitions to create a "lobby" on the basis of his "privileged relation". All that remained intact and credible in his arsenal it was still "will have" Mrs Mitterrand... For this reason I consider that the visit of Kendal Nezan in Iraqi Kurdistan in the form and the contents, was a new "reincarnation". It made him really alive after his true disappearance. He succeeded in this way, to overlook all that he made in the shade. And we do not know yet at what a price he could you "sell the skin of the bear which it never touched" while being caught for a super skilful diplomat, unfashionable and effective with any majority!

It is especially necessary to avoid believing only one moment in the image which he invents with the name of Mrs Mitterrand. Because re-established takes a great place in the configuration virtuoso, according to which, the sympathy of this large militant with the Kurdish cause is only one direct result of his own efforts (!?) Such a malignant and awkward amalgam which is used to increase his propagandists actions abroad is initially unjust with respect to this lady, which is attached to many of other humanly right causes and of which the actions deserve much regard on behalf of honest people. It is the reasons for which I think that the efforts of two principal Iraqi Kurdish parties to start again an effective diplomacy in France, by the means of the Institute, are a thing absurdity. . If such an objective is launched then it is necessary to expect the "losses rather" than "profits". The probability here does not exceed the limits of the games of chance. By what quite simply, it acts of an obsolete negotiation, exceeded and which does not have anything to give the positive one.

Is clear, the new majority in France of today it is the Republican Line, which reflects well the ambitions and the size of France in the world. It follows a policy which carries the long-lived colors and the inexhaustible dash of the General Charles De Gaulle. It is much more serious in its approaches of the domestic policy problems like outsides. A clear capacity by its methods and guiding principles; ; who does not practise the political agiotage and whose traditions have nothing to do with the diplomacy of "the lover and the official woman" or the designed policy of the meetings in the "kitchen"...

I repeat, under such conditions, to use "locomotive" Kurdish Institute of Paris to pass a readable message to the French authorities, it is an unrealistic spot. It is as if one asked driver of a locomotive truth to pass where the railroad does not exist. . The Institute become really a station given up at the edge of a modern way. Only passengers stray and badly informed or those go there which do not find other means to go further ; those which are not directed correctly in the legends of the new political charts and its new indications. 

Our dear leaders,
In my opinion, your own reception in Paris last November with the rank of Secretary of State, whereas by all you were allowed with the row of the ministers, is only one indication. . Of course, one should not confuse that with your meeting with the Minister of Interior Department Mr. N Sarkozy, which was in a context of the French domestic policy, completely different. . Moreover, Kurdish clandestine immigration towards Europe, the subject and the object of this last meeting, always worries whole Europe. . But oddly this composite phenomenon, for some time, makes dream "the eurokurde" Kendal Nezan to be made of it his war-horse and a "political means of pressure" to arrive at his personal ends. . And precisely, whereas the scientific expedition and cultural, the reasons to be for the institute were practically not put at the order of day, because they are not profitable; and when his statute like chair of a poor institute hardly importance has to make his place near the new majority, then why not to astutely use this frightening weapon to impose himself like "essential intermediary" in the Kurdish affairs? In any event, his speeches in the two last conferences do not leave the slightest doubt in this conclusion.

In this context, wouldn't it be essential that the representatives of two principal Kurdish parties in France announce themselves on (the truths and forgery) average ones available to the Institute? Or is it preferable to keep silence on the mysteries of "salesman of invisible fabrics"? 

Some is your answer, me, I am adverse with this exaggerated policy, which does not have, with the clean direction of the word, no moral and material utility. I am adverse also because "in the opposition will be born the initiative". And in spite of the interpretation of this "opposing" word which means according to circumstances' sometimes "positive" sometimes "negative" nevertheless let us hope that the Kurdish leaders, will not confuse it with the word "enemy"... Because despite everything we wish to see you joined together, strong and prosperous; to see our «young government of Kurdistan" collects the recognition of the whole world... independently of his attitude in our connection, and some is the long or short hand that it tightens us!
